Hagener, 53, joined FWP in 2001 as agency director after a 20-year career with the Montana Department of Natural Resources and Conservation. He was selected for the WAFWA honor from among fish and wildlife professionals in 18 western states and four Canadian provinces.

Hagener has been effective at finding common ground on a "broad range of challenging and often contentious issues, including development of statewide management plans for sage grouse, wolves and river recreation, revision of FWP’s elk management plan and drafting of Montana’s Comprehensive Fish and Wildlife Conservation Strategy."

In his work with the Montana Legislature since 2001, WAFWA said Hagener, "established and enhanced the trustworthiness of FWP as a source of valid information and sound advice regarding natural resource issues."
